Plans to allow pets on DART, Luas and buses move forward

Plans to introduce consistent rules for travelling with pets on public transport have moved a step closer, following strong public support for proposals from the National Transport Authority (NTA).

The NTA received 2,567 submissions to its consultation, which ran earlier this year, with the overall response strongly in favour of allowing pets on Transport for Ireland services.

If introduced, the new policy would apply across TFI-funded services, including DART, Luas, Dublin Bus and other bus and rail services.

One of the biggest changes to the original proposal concerns small dogs. The NTA had initially proposed requiring small dogs and other small animals to travel in a carrier. However, many respondents argued that this would be impractical, particularly for older passengers and those making longer journeys.

Under the revised proposal, small animals could travel on an owner's lap, in a carrier or on a lead on the floor, provided they do not obstruct other passengers. Animals would not be permitted on seats, and owners would be responsible for their behaviour and any hygiene issues.

Larger dogs would also be permitted, but would have to be kept on a lead and muzzled. They could be refused entry when a service is reaching capacity.

Supporters of the proposals highlighted the benefits for people without access to a car, including making it easier to travel to veterinary appointments, parks and family visits. Respondents also suggested that allowing pets could reduce reliance on private cars and bring Ireland more closely into line with public transport practices elsewhere in Europe.

Concerns were also raised around allergies, hygiene, safety, fear of dogs, crowding and the practical enforcement of the rules.

There is no confirmed date for the changes to take effect. The NTA will now work with Dublin Bus, Iarnród Éireann, Bus Éireann and Luas to update the relevant bye-laws and conditions of carriage.

Guide dogs and assistance dogs will continue to be permitted on all TFI services without restriction.
